How we assess operators

How Vastura Travel checks operators

Vastura Travel lists independent travel operators — dive shops, boat charters, stables, hiking guides, surf schools, guesthouses, wildlife tour operators, transport providers, and more. Before we list anyone, and for as long as they stay listed, we check them. This page explains how.

We are not inspectors

Vastura Travel is not a regulator, an inspector, or a licensing body. We don't certify anyone as safe, and we don't have the authority to. What we do is send a real person to check quality and service, the way any customer would experience them, and publish exactly what that person found.

If licensing, permits, or regulatory compliance matter to you, check with the operator or the relevant authority directly. What we publish is an observation, made on a specific day, against criteria we make public. It describes a moment in time.

Who is doing the assessing

Fair question, and it deserves a plain answer.

The assessments are carried out by someone who assesses for a living. Vastura Travel's founder holds ITIL Professional certification and developed and implemented service-management processes on Government of Canada contracts. He has worked as a PKI local registration authority, verifying identity and issuing certificates in a security-classified environment, and holds Secret clearance. He has run construction sites as superintendent on projects to $20 million with up to 100 crew, where the work is establishing whether what was specified is what actually got built. He is a certified firefighter and firefighter instructor, and holds ICS Level 3.

None of that is travel experience, and we are not going to pretend it is.

What it is, is twenty years of deciding whether a claim survives contact with the thing itself, and of writing that decision down in a form somebody else can check.

That is why this method looks the way it does:

• Published criteria with defined anchors is how a construction specification works.
• A review window before publication is a deficiency notice.
• Treating silence as acceptance comes from substantial completion provisions.
• Keeping the scorecard after an operator leaves is what an inspection record is for.
• Three sources kept separate, each with its own provenance, is ordinary evidence practice.

It was not designed for a pitch. It is how every serious trade already works, applied to an industry that mostly does not work that way yet.

Three stages

Every operator we list goes through up to three checks. We show which stage each listing has reached, and we say so plainly when a stage hasn't happened yet.

1. Vetted — are they real? We check business registration, licences, and a traceable history. This is an anti-scam check, not a quality check. Every operator we list has passed this, within two weeks of joining.

2. Quality checked — is it any good? An assessor visits in person, announced in advance, and scores the operator against published criteria — with our own photos, not the operator's marketing shots. We commit to doing this within six months of an operator joining.

3. Service audited — how do they treat you? An assessor visits again, this time anonymously, unannounced, and pays full price like any other customer. This is the one that tells you what actually happens when nobody's expecting to be graded. We commit to doing this within one year of joining, and then every year after that.

If a listing hasn't reached stage 2 or 3 yet, we say so. You'll see "Awaiting onsite evaluation" rather than a score we haven't earned the right to show you. These stage deadlines are commitments we hold ourselves to, not aspirations — an operator who's waited past ours has grounds to walk away from their listing without penalty.

What we check, and how scoring works

Criteria depend on what the operator does — a dive shop and a guesthouse aren't scored on the same list. Each service line an operator runs is scored separately, since plenty of operators do more than one thing (a guesthouse that also runs a dive shop, say).

Every criterion is scored 1 to 10, against a published anchor that explains what each number means. That anchor is public, so a score is something you can check for yourself, not just trust.

For dive and water operators specifically, one part of the scoring covers visible safety kit — things like whether emergency oxygen is present, whether it has a working gauge, whether a briefing happened. We score this as what any customer could see for themselves that day. It isn't an inspection and it isn't us certifying anything is safe. It's one observable, scored and published like the rest.

We publish low scores

If an operator scores badly, we publish that. We're not in the business of protecting operators from an honest result, and we think a directory that only shows good scores isn't worth much. Every criterion is broken down individually, alongside the date of the assessment and whether it was an announced visit or an anonymous one, so you can weigh the result yourself.

A low score doesn't get an operator removed from Vastura Travel. Removal happens for different reasons — see "What ends a listing" below. A poor-but-honest score just gets published, which is exactly what makes our scores worth reading.

How we pay for it — in our own words

"We pay full price at the time. Afterwards we invoice the operator for that one service, for one person — one dive, one night, the rental. Never a party, never travel, never more than a single service. We do it that way so the assessor gets exactly what any customer gets."

If an operator doesn't settle that invoice, we still don't publish — we won't use someone's score to punish them over money. But we do suspend the listing after 30 days and add them to our non-payment list, clearable by settling up plus a flat $100. We paid their full price up front and carried it; the penalty reflects what that costs us.

That's the whole model. Our assessor books and pays like anyone else, with no special arrangement in advance. Once the visit is done, we send the operator an invoice for that single service — not the whole trip, not flights, not fuel, not meals. The operator comps that one thing, after the fact. They never pay us a fee for being audited, and nothing about the result publishes until that invoice is settled — so an operator can't dodge a bad result by dragging their feet on payment.

What happens if an operator leaves

When an operator's listing ends — whether they cancel or we remove them — we take down the things that let you book them: contact details, booking links, WhatsApp, and their placement in search. What we keep is the scorecard. It's a record of a visit that actually happened, and it doesn't disappear because the listing did.

This works the same way regardless of the score. A 9.1 archives exactly like a 4.2 — nothing gets quietly deleted as a favour, and nothing gets kept around as a punishment. Archived pages are marked clearly: "No longer listed · Vastura Travel has no current relationship with this operator."

What ends a listing

A low score doesn't. What does:

• Substantiated customer complaints, or a pattern of them
• A credible safety allegation or incident that reaches us — we're not inspecting for these, but we do act when we hear about them
• Fraud
• A dishonest gap between what's advertised and what's delivered
• Vastura Travel's own judgment, in cases outside the above — we'll always tell the operator why

Reviews are checked before they publish

Traveller reviews go through a verification step. We look for real evidence someone was actually there — a booking confirmation, the operator confirming the visit, or a dated photo that checks out. A confirmed email address alone isn't enough; it proves someone has an inbox, not that they visited.

We also watch for the obvious red flags — reviews coming from the operator's own network, bursts of suspiciously glowing feedback, review dates that predate the operator even joining Vastura Travel. Operators can't review themselves, can't edit a traveller's review, and can't pay to have one taken down. If an operator retaliates against someone for an honest review, that's grounds for removal.

Why we link to the big booking sites

We do, and we earn a commission when you book through them. Here is the reasoning, because it looks like a contradiction until you say it out loud.

The big platforms work fine for the predictable parts of a trip. A chain hotel is a commodity with enforced standards. A flight is a flight. Review-based trust handles that well enough, and we would be pretending otherwise if we said different.

Where that system breaks down is the small independent operator — where the photos flatter, the reviews are thin or gamed, and nobody has actually been. That is the only place we add anything, and it is the only place we work.

There is also a practical reason. We cannot take your payment. Doing so would make us a travel seller, which changes what we are and what we owe you. So when you need a flight or a bed, the honest thing is to send you somewhere regulated — a channel with chargeback rights, dispute resolution and a regulator behind it. We could not replicate that and should not try.

The line we hold: we take no commission on, or next to, anything we list, rank, grade or audit. Nothing in our directory is monetised. No operator page carries an advert. No commission has ever moved a score or a ranking, and none can, because our directory earns nothing per booking — operators pay a flat subscription whether they rank first or last.

You will see booking links on our journal and destination guides. You will never see one on an operator's page or beside a score.

The short version

We check that operators are real, we check that they're good, and we check how they actually treat people — announced once, then unannounced every year after. We publish what we find, good or bad. We pay our own way and cap what we ask an operator to cover. And when someone leaves, the record stays, because a visit that happened doesn't stop being true.

We can also just decide it isn't working

We can end a listing because the working relationship has broken down, or because we judge an operator isn't a fit for what we're building. No misconduct required, no warning, and the decision is final.

We tell the operator plainly that this is the reason — and if it's the only reason, we say so, so nobody is left looking like they were removed for something they did.

We'd rather be honest that this exists than pretend every removal is a disciplinary matter. Our name goes on every operator we list, and a small directory has to be able to walk away from a relationship that isn't working.

Don't agree with your score? Ask for another one

Any operator can request another audit, by a different assessor, as many times as they want. We don't charge for it. Same terms as the first — we pay full price at the time, you comp that one service for one person afterwards.

Both results stay published, with their dates, so you can see which is current and how a place has changed.

We deliberately don't charge for this. If we made money from operators challenging their scores, we'd have a reason to produce scores worth challenging.
